A very good point JMS is making is that new material should not go parazitize on the original series, but add to it. I'm not a real movie guru, and can't really say if it's the correct time to create new stuff or not, but if the creator of B5 says it's not, it seems unlikely he's misjudging it :) Anywayz - I go back watching some episodes from season 4 and hope that in the near future an opportunity to revitalize B5 will arise. I think they just came a bit too soon after the series. I would be very happy to see more low budget B5 DVD's and I enjoyed it and think the stories would stand on their own.
